What is different in Utah

In most Utah cities the homeowner is responsible from the meter to the house, and the utility is responsible from the main to the meter. Check with your water provider for the exact rule.
How do I know the leak is in the water line and not inside the house?
Shut off the main valve where the line enters the house. If the meter is still moving, the leak is between the meter and the house.
Can a water line be replaced without digging up the whole yard?
Sometimes. Depending on the route and soil, a new line can be pulled or bored with only small excavations at each end.
